Wall Street is debating the AI buildout. Enterprises just answered: 86% say their GPUs run at half capacity or less

A VentureBeat Research survey of 573 technical leaders found that enterprises have deployed AI agents faster than the controls needed to manage security, costs, identity, context, evaluation, and orchestration. GPU utilization is also weak: 86% of companies running their own GPUs say they operate at 50% capacity or less.

The findings suggest the AI buildout may be less constrained by hardware supply than by governance, tooling, and operational maturity. Enterprises are likely to spend heavily on agent control layers over the next year, creating opportunities for vendors that can improve utilization, security, and cost visibility.
