A VentureBeat Pulse survey of 145 enterprises found that two-thirds had already diversified their AI model strategies before an export-control order temporarily took Anthropic’s Claude Fable 5 offline. The outage exposed the risks of relying on closed APIs, while Z.ai’s open-weights GLM-5.2 gained attention during the gap.

The incident highlights a widening Control Gap between enterprise AI adoption and the ability to govern, monitor, or replace critical models. As outages, regulation, and geopolitical constraints become more common, companies are likely to accelerate hybrid strategies that combine frontier APIs with self-hosted open models.
